The present invention relates to a method for providing a variable signal using a loop detector among traffic signal operating methods. The method is provided to efficiently operate signals at an intersection by solving the problems of interrupting flow of a vehicle which enters at a right signal from other direction when the signal is changed by early changing a green signal to a red signal to block excessive entrance of a vehicle at the intersection when there is congestion at the entry road, and by providing the remaining signal time for traffic flow of the next signal direction. To solve the technical problems, the device for controlling variable signals of the present invention comprises: a regional computer (RC) to detect and determine a jam based on an urban traffic management system (UTMS); and a location computer (LC) to perform commands of the RC. The method for operating signals to block vehicles that tailgates at the intersection can prevent traffic congestion, thereby minimizing social costs and reducing traffic accidents.
