A video decoding apparatus for subjecting a video image to motion compensated decoding, the apparatus comprising: an acquisition module to acquire available blocks having motion vectors and the number of said acquired available blocks from decoded blocks adjacent to a to-be-decoded block, whereby decoded adjacent blocks of a specific block size are not acquired; a selection information decoding module to select one selection code table from a plurality of code tables wherein the number of entries in the selected code table corresponds to the number of available blocks and to decode selection information specifying a selection block using the selected code table; a selection module to select the selection block from the available blocks according to the selection information; and an image decoding module to subject the to-be-decoded block to a motion compensated prediction decoding using a motion vector of the selected block.
