PROBLEM TO BE SOLVED: To obtain a communication system that utilizes a wireless line (frequency) effectively. SOLUTION: A base station (2) divides a packet to be transmitted into a plurality of wireless transfer blocks, decides a priority based on a delivery confirmation amount integrated value indicating an integrated value of the size of the wireless transfer block to which delivery confirmation indicating that the wireless transfer block reaches to a mobile station (3) is obtained, allocates a wireless resource to the wireless transfer block configuring a packet to be transmitted based on the decided priority, and transmits the wireless transfer block using the allocated wireless resource. The mobile station (3) transmits the delivery confirmation to the base station (2) and reproduces the packet from the wireless transfer block when the wireless transfer block is normally received from the base station (2).
