The device has a planar flexible material (46) for scour protection of a foundation (40) of an off-shore structure, where the planar flexible material is held by a support structure. The support structure includes spokes (4), which are outwardly extended out from a holding ring (6) in a radial direction in a use position. The ring is provided for connection with the foundation. The spokes are position-displaceably connected with the ring at a holding ring-side end along the ring. The spokes are connected with each other by a connecting chain (12) at an outwardly pointing end (10). An independent claim is also included for a method for manufacturing a support structure.
