1. A composition for forming a charge transporting film, comprising:
a solvent having a dielectric constant of 5.0 or more; a compound represented by the following Formula (II); fluorine-containing resin particles; and a fluorine-containing dispersant, wherein F represents a charge transporting skeleton, L′ represents a linking group with a valency of (n+1) having one or more kinds selected from a group consisting of tri- or tetravalent groups derived from alkane, an alkylene group, an alkenylene group, —C(═O)—, —N(R)—, —S—, and —O—, R represents a hydrogen atom, an alkyl group, an aryl group, or an aralkyl group, m′ represents an integer of 1 to 6, and n represents an integer of 2 to 3.
