A balancing apparatus for a ship and a ship having the same are disclosed. The balancing apparatus for a ship according to an embodiment of the present invention comprises an expanding member which is installed on the side of a ship and creates buoyancy by expanding toward the surface; and an actuator which expands the expanding member by injecting a gas into the member.
