The first transfer base (14) has an opening unit (34) to expose one part of a track through which the cavity unit (22) passes when the transfer rotor (16) rotates. A second transfer base (50) covering the cavity unit (22) of the transfer rotor (16) in an area of the opening unit (34) of the first transfer base (14) is arranged on one side (16b) of the transfer rotor (16).
