A method and a device for exposing a targeting advertisement are provided. A method for exposing a targeting advertisement with a cost per click (CPC) advertising method by an advertisement providing server includes: a step of generating a valid advertisement list capable of exposing advertisements at a time when an advertisement request is received, after the advertisement request including information of a user terminal is received from a web server which the user terminal accesses; a step of analyzing targeting information of each advertisement included in the valid advertisement list; a step of generating a candidate advertisement list among the valid advertisement list which satisfies targeting conditions for the advertisement request; a step of calculating the necessary exposure amount of each advertisement included in the candidate advertisement list, calculating an opportunity ratio, and calculating the exposure probability using the necessary exposure and opportunity ratio; and a step of exposing each advertisement included in the candidate advertisement list according to the calculated exposure probability. The step of generating increases the exposure opportunity of each advertisement included in the candidate advertisement list among the valid advertisement list, and the step of calculating calculates the necessary exposure and the opportunity ratio based on advertisement exposure effective elements including the exposure opportunity.
