In the present invention, provided is a system for controlling the valve timing of an internal combustion engine which reconciles both the operating response of an intake VTC and the phase retention of an exhaust VTC. The intake VTC (04) and the exhaust VTC (05) comprise electric motors (12, 72) which output the rotary force by being electrified; speed reduction devices (8) which decelerate the rotation of each electric motor to change the valve timing of an intake valve and an exhaust valve; and planetary gear devices (74). The speed reduction device (8) of the intake VTC has a structure generating small friction when transmits torque by a tooth part and a roller, and the planetary gear device (74) of the exhaust VTC has a structure generating large friction when transmits torque by the engaging of tooth parts. Therefore, both the operating response of the intake VTC and the phase retention of the exhaust VTC can be satisfied.
