The present invention relates to a method for preparing Brassica oleracea water extract with enhanced moisturizing and atopic dermatitis relieving effects, a natural soap and a cosmetic composition for moisturizing and relieving atopic dermatitis which include the Brassica oleracea water extract prepared by the preparation method. The method for preparing the Brassic aoleracea water extract comprises the steps of: (a1) obtaining water vapor by adding Brassica oleracea to water and heating, or (a2) passing water vapor through the Brassica oleracea; and (b) condensing the water vapor obtained from the previous step. The Brassica oleracea water extract prepared by the preparation method of the present invention has high contents of active ingredients, has almost no cytotoxin, has enhanced NO and DPPH radical scavenging activities, has enhancedβ-hexoaminidase suppression effects, and drastically reduces levels of TNF-αwhich is an inflammatory cytokine. In addition, the Brassica oleracea water extract prepared by the preparation method of the present invention effectively prevents transepidermal water loss and maintains stratum corneum hydration so that dry skin and itchiness can be alleviated.
