The present invention relates to an apparatus for removing scum and suspended matters and a method therefor. The apparatus for removing scum and suspended matters according to the present invention includes a floatation tub having a scum and suspended matter removal module and an electro-floatation module, and a processing tub having a water level measurement module. The scum and suspended matter removal module is open and closed upon the wastewater level in the floatation tub to collect scum and suspended matters. The electro-floatation module is operated when the scum and suspended matter removal module is closed, and re-floats the scum and suspended matters in the disturbed wastewater. The apparatus for removing scum and suspended matters according to the present invention minimizes the disturbance of the wastewater while removing scum and suspended matters so as to enhance the removal efficiency, and conveniently treats the collected scum and suspended matters.
