According to the present invention, the brine-cooling heat exchange system using a cold storage module stores low-temperature thermal energy, which is to maintain proper temperature in a cargo box of a refrigerator/freezer vehicle or a low-temperature storehouse in the daytime, in a low-temperature latent heat phase change material (PCM), which is stored in multiple cold storage modules installed in a cold storage chamber installed in the cargo box, by operating an AC freezing machine using inexpensive midnight electric power, allows air in the cargo box and the low-temperature thermal energy stored in the low-temperature latent heat PCM stored in the cold storage modules installed in the cold storage chamber to exchange heat with each other primarily by the medium of brine in the daytime without the operation of the system of the freezing machine in the daytime, cools the air secondarily through heat exchange between the air and the low-temperature thermal energy naturally emitted from the cold storage modules, and then discharges the air into the cargo box using a blowing fan, thereby maintaining the proper temperature in the cargo box.
