PURPOSE: A network traffic management system using a monitoring and filtering policy and a method thereof are provided to transmit traffic statistics information about the detected packet and to filter a packet according to the received filtering policy. CONSTITUTION: A traffic control device(110) detects a generated packet from an application of a user terminal according to a monitoring policy received from a network traffic management device. The traffic control device generates traffic statistics information about the detected packet. The traffic control device transmits the generated traffic statistics information to the network traffic management device. The traffic control device filters a packet in a kernel area of the user terminal according to the received filtering policy.
