PROBLEM TO BE SOLVED: To provide a lamp and the like having a satisfactory heat radiation property and capable of securing safety of a user.SOLUTION: A lamp has a semiconductor light-emitting element 22 and a heat sink 30, and has a configuration of radiating heat of the semiconductor light-emitting element 22 at the time of lighting from the heat sink 30. The heat sink 30 has a plurality of fins 32 extending radially with a lamp axis J being the center in a cross section orthogonal to the lamp axis J. The plurality of fins 32 comprise: a first fin part 32a made of a first material having thermal conductivity; and a second fin part 32b made of a second material having an electric insulation property higher than that of the first material, and formed in such a manner that it covers an end part 32a1 on the other side of the lamp axis J at least in an extension direction of the first fin part 32a.
