This application aims at providing a retainer of a cosmetic material and a method of manufacturing a cosmetic tool, which are capable of easily treating the cosmetic material even when decreasing a concentration of skin care ingredients of the cosmetic material produced by freeze-drying. A cosmetic tool (1) includes: a retainer (3) to include an annular frame (2) and a handle (5) for holding the frame (2); and a cosmetic material (4) to be produced by freeze-drying an aqueous solution of skin care ingredients and fixed in a way that covers an aperture of the frame (2). |
