Disclosed is a cooling and heating cup holder apparatus for a vehicle, which increases a contact area with a thermoelectric element to improve the cooling and heating functions and tightly fixes a beverage container without an extra fixing means to fix the beverage container. The cooling and heating cup holder apparatus for a vehicle comprises a cup holder body which has an opened upper part to accommodate the beverage container; the thermoelectric element which is heated or cooled by applying current, and transfers heat to the beverage container through conduction; and a fixing member for heat transfer, which is arranged in the cup holder body, is made of material having elasticity, supports the beverage container inserted thereto in a contact manner, and transfers the heat transferred by the thermoelectric element to the beverage container. Therefore, the contact area between the cold air or the warm air of the thermoelectric element and the beverage is increased to improve the cooling and heating performance, the beverage container is tightly fixed to be prevented from shaking, and a simple configuration is possible.
