The present invention relates to: a palladium-copper catalyst for reducing nitrate nitrogen in water, carried by a titania carrier, wherein palladium and copper are carried by the titania carrier fired at 350-950 deg. C; and a preparation method thereof. According to the present invention, the palladium-copper catalyst for reducing nitrate nitrogen in water, carried by a titania carrier is carried by 0.25-7 wt% of palladium and 0.1-5 wt% of copper with respect to the total weight of the titania carrier.
