摘要 The present disclosure relates to an image processing device and a method for enabling coding processing and decoding processing more efficiently. An image processing device of the present disclosure includes a coding-unit setting unit configured to set a size of a coding unit indicating granularity of a slice border to a size equal to or more than a minimum size of a coding unit for setting a quantization parameter, a quantization parameter setting unit configured to set the quantization parameter for the coding unit in accordance with the size of the coding unit set by the coding-unit setting unit, a quantization unit configured to quantize coefficient data of the image using the quantization parameter that is set by the quantization parameter setting unit, and an encoding unit configured to generate encoded stream by coding the coefficient data that are quantized by the quantization unit. The present disclosure can be applied to an image processing device.
