PROBLEM TO BE SOLVED: To provide an optical device capable of obtaining a desired refractive index, a solid-state imaging device, and a method of manufacturing the optical device.SOLUTION: An optical device according to an embodiment includes a substrate and a first optical layer. The substrate has a first surface and a second surface that is on the side opposite to the first surface. The first optical layer is provided on the first surface and includes a plurality of first refractive index setting sections arranged along the first surface. Each of the plurality of first refractive index setting sections has a plurality of metal patterns for changing magnetic permeability.
