Disclosed is a cooling and heating cup holder apparatus for a vehicle, which effectively cools a heat radiation unit which dissipates the waste heat of a thermoelectric element to improve the cooling performance of the thermoelectric element. The cooling and heating cup holder apparatus for a vehicle comprises: a cup holder unit which accommodates a beverage container; the thermoelectric element which is heated or cooled by applying electric current and transmits the heat to the beverage container through the conduction; and the heat radiation unit which dissipates heat of the thermoelectric element, wherein the heat radiation unit is arranged in an air conditioning duct installed to discharge the cold air or the hot air blown from an air conditioning system of the vehicle to the inside of the vehicle, a partition wall which divides the flow of the conditioned air into the different fluid passages is formed in the air conditioning duct, and the heat radiation unit is arranged at one side of the fluid path of the air conditioning duct divided by the partition wall and includes a door which controls the flow of the air to the partitioned fluid passage in which the heat radiation unit is installed. Therefore, the heat radiation unit which has a simple configuration and releases the waste heat of the thermoelectric element is cooled more efficiently to improve the cooling performance of the thermoelectric element.
