SOLUTION: A diffusion source estimation device according to the present embodiment comprises: means for acquiring the first concentration distribution information of a substance on a first line orthogonal to a wind direction; means for acquiring the second concentration distribution information of the substance on a second line located windward from the first line; means for calculating a first dispersion value from the first concentration distribution information; means for calculating a second dispersion value from the second concentration distribution information; and means for estimating a distance from the first line to the diffusion source from the first dispersion value, the second dispersion value, and the distance between the first line to the second line. !
