Essence: a sheet resistive heating element including, unreleasably interconnected, a base and a heating layer in which a resistive composition based on a carbonaceous paste is used, and also conductive electrodes provided along the edges of the base. The heating layer is continuous and has an area equal to the area of the base, for which any material object is used. A method for producing a sheet resistive heating element involving applying a continuous layer of a resistive element in the form of a carbonaceous paste to a base, and providing conductive electrodes along the edges of said base. The heater is provided with a decorative heat-radiating panel which is adjacent to a resistive heating element that is covered on the outside thereof with a layer of heat-resistant insulating material.
