PROBLEM TO BE SOLVED: To provide a photo book creation terminal or the like which can allocate each scene of a moving image to each page in accordance with the number of relevant scenes and the length of the scenes of the moving image.SOLUTION: A photo book creation terminal which is a terminal for extracting image data from moving image data and laying out the image data in pages of a photo book includes: input means for inputting the moving image data; page allocation means for allocating a scene included in the moving image data to one or a plurality of pages of the photo book; number of image calculation means for calculating the number of necessary frames of the scene for each page allocated by the page allocation means; image extraction means for extracting image data having the number of necessary frames calculated by the number of image calculation means for each scene of the moving image data; and layout means for laying out the image data extracted by the image extraction means to the page allocated by the page allocation means.
