<p>The present invention provides a system which displays facility information with repair and reinforcement information for each work and layer by being connected to a service server over a network when a worker holds a high tech mobile phone with an NFC function and a GPS function to an NFC tag installed at a site; and can identify a problem by simulating and providing ground and underground facility information by a required part of a 2D or 3D GIS system in the service server when a work scope is decided, and can manage the information according to each work and layer, thereby allowing the worker to easily operate work processes in order. In addition, the worker can apply an apparatus and a method appropriate to the information by downloading from the service server to repair and reinforce work, thereby using a system convenient to repair and reinforce work using an NFC mobile phone.
