PROBLEM TO BE SOLVED: To provide an ice making method and an ice making device for an on-ice friction tester which does not require a side wall to keep water and is advantageous to produce an ice board whose quality of ice is constant. SOLUTION: Filmy or sheet-like water absorptive material 20 having water absorptivity and flexibility is hung down vertically, and its lower part touches a freezing surface 1202 to be produced freezing layer on it. Water is supplied to the water absorptive material 20 from the top of the water absorptive material 20. And the water is carried to the lower part of the water absorptive material 20 by gravity and a capillary phenomenon, and drifts down at least one of the freezing surface 1202 or the water absorptive material 20. In this way, the freezing surface 1202 is got wet at the lower part of the water absorptive material 20 to form a thin water film 32 on the freezing surface 1202, and the water film 32 freezes by surrounding temperatures.
