<p><P>PROBLEM TO BE SOLVED: To provide a monitoring recording apparatus capable of changing the settings such as a port of a broadband router which relays an access from an external network from a communication device connected to the external network. <P>SOLUTION: A monitoring recording apparatus 11 analyzes reception data and determines whether or not the reception data is HTTP data. When the reception data is not the HTTP data, the monitoring recording apparatus 11 determines whether or not the reception data is a setting change request of a broadband router 13 from a communication device 21, records an address of a setting change request source, and requests the broadband router for setting screen data to change the settings. When the reception data is the HTTP data, the monitoring recording apparatus 11 determines whether the HTTP data is transmitted from the broadband router 13 or the communication device. When the HTTP data is transmitted from the broadband router 13, the monitoring recording apparatus 11 transfers the data transmitted from the broadband router 13 to the communication device 21 of the address of the recorded setting change request source.
