PROBLEM TO BE SOLVED: To provide a titanium oxide/layered double hydroxide composite excellent in adsorption capability of a hydrophilic substance. SOLUTION: In the titanium oxide/layered double hydroxide composite, titanium oxide is intercalated between the layers of layered double hydroxide. Such a titanium oxide/layered double hydroxide composite is obtained by performing (1) a decarbonation process for removing carbonate ions existing between the layers of the layered double hydroxide and (2) an intercalation process for forming a titanium oxide/layered double hydroxide composite by mixing layered double hydroxide from which carbonate ions is removed (decarbonated oxide obtained by heating and firing the layered double hydroxide is included) and a peroxotitanium solution to intercalate titanium oxide between the layers of the layered double hydroxide.
