The present invention relates to an EM (Embryo-specific) promoter (sequence number 1) of an arabidopsis thaliana At5g16460 gene which induces the embryo-specific expression of a plant seed, an embryo-specific expression vector including the promoter, and a method for expressing an exotic gene in an embryo tissue of a plant seed using the vector. The embryo-specific expression promoter of a plant seed can be used for inducing gene expression in an embryo tissue of a dicotyledonous seed or developing a transformed plant to produce medical and useful proteins in the same tissue. Moreover, the activity of the seed is adjusted so as to be used effectively in developing a high value-added new species with improved seed storing and sprouting functions.
