PROBLEM TO BE SOLVED: To provide a water heater and a hot water supply system capable of automatically carrying out a reheating operation without wasting the heat quantity. SOLUTION: The water heater includes a water level detecting means detecting the water level of bathtub water stored in a bathtub and a temperature detecting means detecting the temperature of the bathtub water extracted from the bathtub. The water heater has functions of carrying out a temperature detection operation to extract bathtub water from the bathtub and to detect the temperature on the basis of changes in the water level of the bathtub water, and of determining whether or not reheating of the bathtub water is necessary on the basis of the temperature of the bathtub water. The system inhibits a temperature detection operation in a predetermined period after the temperature detection operation is carried out on the basis of the changes in the water level of the bathtub water.
