PURPOSE: A video encoding/decoding method using a motion vector and a device thereof are provided to encode/decode an image using a cut motion vector. CONSTITUTION: A reference picture buffer(190) stores a reference picture. A motion compensation unit(112) generates a prediction block using the reference picture and a motion vector of the reference picture. The motion vector of the reference picture is cut with a predetermined dynamic range. The dynamic range is defined by a level of an image codec. The dynamic range is determined by a predetermined bit depth. The bit depth is defined by the level of the image codec. |
