PROBLEM TO BE SOLVED: To maintain the business of a game parlor without stopping a dispensing process of an inter-machine game medium dispenser even under such a situation as having communication trouble between a management device and the inter-machine game medium dispenser. SOLUTION: In an island controller 30, a state monitoring part 341 monitors the communication with the management device 60 and the communication with a spacer processing unit 20. When it is determined that a communication trouble may occur between the management device 60 and the spacer processing unit 20 based on the monitoring result of the state monitoring part 341, a degeneracy control part 342 concurrently transmits, to subordinate processing units 20, a degeneracy command to transfer to a degenerate mode. In the spacer processing unit 20, a degeneracy control part 292, by receiving the degeneracy command transmitted from the island controller 30, causes the self machine to transfer to the degenerate mode, accepts only paper money of a specific denomination and executes a process dispensing game media by the amount of the paper money in a single procedure.
