The present invention relates to an external insulation panel system and a construction method using the same. More specifically, the purpose of the present invention is to provide an external insulation panel system and a construction method using the same which can improve workability by constructing no joint between a structure (wall body) and an external insulation panel, can easily solve vertical misalignment, and can prevent water ingress and heat loss by filling gaps. In order to achieve the purpose, the external insulation panel system for a building includes a bent fixing member fixed on a wall surface of a structure at predetermined intervals in the horizontal and vertical directions; an insulation panel installed at the fixing member by having a predetermined gap with the wall surface of the structure, and having a finishing material on a surface; a filling member filled between the wall surface of the structure and the insulation panel; and a linking member installed at the outer surface of the insulation panel to connect neighboring insulation panels.
