Disclosed is a composition for afforesting a sloped surface using forest tree waste and topsoil, wherein the forest tree waste, which is pulverized into particles of 8-14 mm, protrudes on the sloped surface so that the composition has excellent adhesion force, and both non-composted forest tree waste and composted forest tree waste are used together so that nutrients needed for the growth of plants can be evenly supplied for a long time from the time when construction is started to the time when the sloped surface is stabilized. The composition for afforesting a sloped surface using the forest tree waste and the topsoil is produced by mixing water with vegetation-based materials including forest tree waste pulverized chips, the topsoil, the composed forest tree waste, and paper fibers.
