The present invention relates to a mat with blasting noise proofing and fragment scattering prevention functions, using a rubber plate, which is provided to perform a safe and environment-friendly blasting work without causing damage to surrounding people and safety accidents by preventing sound pressure from being generated by a blasting noise and fragments from scattering due to the blasting work, wherein the mat consists of the rubber mat having a sound insulation layer formed by being coated with a sound insulation paint on the lower part thereof and of a ring installed thereon so that a user easily carries the mat to flexibly cover a corresponding blasting hole when the blasting work according to public works is performed. The mat comprises: a rubber plate (10) having a sound insulation layer (12) formed by being coated with a sound insulation paint on the bottom thereof; supporting units (20) coupled to the upper and lower sides of both ends of the rubber plate (10) respectively in the longitudinal direction; two pairs of through holes, which penetrate the end of the rubber plate and the support (20) respectively in the longitudinal direction, formed in the width direction of the rubber plate (10); and a ring (40) in which one pair of holes are communicate with the other pair of holes and which has both ends coming in close contact with each other or making a knot for a user to get a hold thereon. |
