The present invention relates to a method and a device for transmitting user plane data in a small cell environment where a terminal is multi-connected to macro cells and small cells and, more particularly, to a method that a first base station controls user plane data transmission of a terminal. The present invention provides a method and a device, which includes a step of determining a wireless bearer configured through a second base station which provides a secondary cell based on at least one information between first base station load information and measurement report information to determine user plane data transmission; a step of transmitting a bearer setup request message to the second base station if the user plane data transmission is determined; a step of receiving a bearer setup response message from the second base station; and a step of transmitting an upper layer signaling including at least one information between secondary cell identifier information, secondary index information and data wireless bearer information to a terminal. |
