In an apparatus for transmitting state information collected by a vehicle to a wireless base station, the embodiment of the present invention provides an information transmitting apparatus and a method thereof. Wherein, the information transmitting apparatus includes an information collecting unit which collects the state information around the vehicle through one or more sensors in the vehicle; an information extracting unit which receives the location information of the vehicle and extracts information about a data transmission direction priority corresponding to the location information; and an information transmitting unit which transmits the state information through a data transmission method with the minimum data transmission delay time to the wireless base station based on the partial or entire information among the information about the data transmission direction priority, the driving direction of the vehicle, and the driving direction of an adjacent vehicle.
