FIELD: chemistry.SUBSTANCE: disclosed is a method of producing a catalyst by reacting tin metal with oxyacids, wherein catalyst synthesis is carried out in a melt or solution of oxyacids in the presence of oxidising agents at temperature of 20-240°C while stirring constantly. The oxidising agents used are air or molecular oxygen or hydrogen peroxide or organic hydroperoxides. The ?-oxyacids used are compounds with ratio of hydroxyl to carboxyl groups in the range of 1(3):3(1).
