The present invention provides a movable and flame-proof LED lamp apparatus which includes i) a radiation member which has heat radiation support lines and a front side where an LED mounting part for mounting an LED chip on board (COB) is formed, ii) an LED chip on board which includes a base substrate and multiple LED chips arranged on the base substrate, and is arranged in the LED mounting part, and iii) a lamp module which is formed on the outermost part of the LED chip on board, and includes a light transmission lens which corresponds to the shape of the LED mounting part and protects the LED chip; and a power module which is connected to the lamp module, has a switching mode, changes AC common power into DC power and supplies it.
