The present invention relates to a solar cell substrate having insulating properties and a method to manufacture the same. According to an embodiment of the present invention, a method to manufacture a solar cell substrate having insulating properties includes: a step of preparing a base substrate of a metallic material as the lower substrate of a solar cell; a step of heating the base substrate; a step of applying glass powder to the heated base substrate; a step of forming a molten glass layer; and a step of allowing the molten glass layer to pass through a roll.
