Provided is a substrate equipped with ITO having low ITO pattern recognition properties, by means of a method with a low load in terms of cost and process, using a simple technique such as application or printing. The object of the present invention is to provide a touch panel member using said substrate. The present invention provides a substrate having a part in which (I) an ITO (Indium Tin Oxide) thin film, (II) an organic thin film having a thickness of 0.01μm-0.4μm and a refractive index of 1.58-1.85, and (III) a transparent adhesive thin film having a refractive index of 1.46-1.52 are laminated in said order from the upper surface of a transparent base substrate.
