A fuel cell activation device (10) comprises: a storage battery (111); a current sensor (112) for detecting the current output by the storage battery (111); a switch (101) for switching whether to supply the current output by the storage battery (111) or the current from a system power supply to the fuel cell; another switch (106) for switching whether to transmit, to the fuel cell, the detection result obtained by the current sensor (112) or the detection result obtained by a current sensor (211) for detecting the current supplied from the system power supply; and a control unit (113) for controlling the switch (101) and the switch (106) to switch between a normal mode and a stand-alone mode, the normal mode activating the fuel cell by using the current from the system power supply on the basis of the detection result obtained by the current sensor (211), the stand-alone mode activating the fuel cell by using the current output by the storage battery (111) on the basis of the detection result obtained by the current sensor (112).
