A method and an apparatus for encoding and decoding an image are disclosed. The apparatus for encoding an image includes a residual signal acquisition unit to determine if a residual signal with respect to a current block exists; and an encoding unit to encode residual signal existing status information according to existence of the residual signal with respect to the current block, wherein the residual signal existence status information indicates if the residual signal exists in the current block, and the residual signal existing status information may be encoded to indicate the existence of the residual signal with respect to the current block when at least one transform coefficient level, other than 0, is included in the current block.
