The present invention provides a data transmission method, a base station, and a user equipment. The method comprises: when inter-base station carrier aggregation is performed on a first base station that provides an auxiliary serving cell and a second base station that provides a main serving cell, the first base station or the second base station sending first data to a user equipment on a physical downlink shared channel (PDSCH); and determining whether to perform HARQ retransmission on the first data according to a scheduling policy. Therefore, the problem that the user equipment cannot send an HARQ feedback on a physical uplink control channel (PUCCH) of the first base station and a PUCCH of the second base station simultaneously can be solved, and the base station can effectively support HARQ operation for inter-base station carrier aggregation.
