PROBLEM TO BE SOLVED: To make it possible to effectively ensure a communication band even in a congestion state in data communication.SOLUTION: A network communication system includes: an information terminal 1A for performing radio communication; and a network communication device 10 comprising a data communication network 20 and telephone circuit exchange network 30, either of which is switched and connected with the information terminal 1A according to a request from the information terminal 1A. The network communication device 10 comprises: a traffic control unit 12 which configures part of the data communication network 20, and performs setting control of a communication band when the information terminal 1A uses the data communication network 20; and a circuit signal reception processing unit (SMS reception unit) 13 which configures part of the telephone circuit exchange network 30, operates when receiving a band priority allocation request on the assumption of the price payment from the information terminal 1A, and instructs the traffic control unit 12 to perform communication band priority allocation. |
