PROBLEM TO BE SOLVED: To provide techniques for decoding digital video data using large macroblocks.SOLUTION: The invention provides decoding syntax information for a sequence of pictures. Values for the syntax information indicate the minimum size and the maximum size for blocks of the sequence of pictures. The maximum size in the range of sizes is greater than 16×16 pixels. The blocks include a block having the minimum size and a block having the maximum size.
