<p>PROBLEM TO BE SOLVED: To form a communication area quickly and accurately in a predetermined regional range, by reducing the error of a range where the communication radio wave from a mobile base station are actually arriving and the work out on paper.SOLUTION: A server device 30 broadcasts the location information of a partial area, considered that a communication area is not formed, in a predetermined area range to a plurality of mobile base stations 10. The plurality of mobile base stations 10 determine whether or not a communication area is formed in a partial area broadcasted from the server device 30 by radio wave measurement, and notifies the server device 30 of the information whether or not a communication area is formed in a partial area. Based on the information notified from the plurality of mobile base stations 10, respectively, the server device 30 updates the location information of a partial area, considered that a communication area is not formed, in the area range.</p> |
