PROBLEM TO BE SOLVED: To provide flame-retardant coating agents which can provide flame-retardant sheet materials excellent in flame retardancy and feeling and reduced in strike-through and hot water spot generation, without using halogen compounds or antimony compounds; and a method of producing flame-retardant sheet materials. ! SOLUTION: A flame-retardant coating agent comprises: at least one compound (A) selected from the group consisting of cyclic and linear phosphazene compounds represented by the specified general formula (1); a phosphorus compound (B); an alkali thickening acrylic resin (C); a self-emulsifying aqueous polyurethane resin (D) having an anionic group; and water (E). !
