The present invention makes it possible for a plurality of MTC devices to connect to a base-station device efficiently. A first wireless resource for transmitting data is allocated, by a base-station device (200), to communication devices (100A, 100B) for which path loss experienced by system information transmitted by the base-station device (200) is less than a threshold, said communication devices (100A, 100B) being part of a predetermined group of MTC devices (100A through 100D) that use a shared application data format to transmit data to the base-station device (200). Furthermore, a second wireless resource for transmitting data is allocated, by the base-station device (200), to communication devices (100C, 100D) for which the aforementioned path loss is greater than or equal to the threshold, said communication devices (100C, 100D) also being part of the aforementioned group of MTC devices (100A through 100D). The communication devices (100A, 100B) for which the path loss is less than the threshold use the first wireless resource to transmit data to the base-station device (200), and each of the communication devices (100C, 100D) for which the path loss is greater than or equal to the threshold use the second wireless resource to transmit data to the base-station device (200). |
