Disclosed are a device and a method for encoding/decoding prediction motion vector used to encode a motion vector generated for each current block of an image. A method of predicting motion includes: generating candidates of at least one prediction motion vector using motion vectors of spatial neighboring blocks of a current block or motion vectors of temporal neighboring blocks of the current block; and selecting prediction motion vectors from candidates of at least one prediction motion vector.
