PURPOSE: A heterogeneous network based data simultaneous transmission service method is provided to reduce the charge burden of a user by changing data transmission rates in a predetermined network. CONSTITUTION: A partial data selector(410) selects part data separated from transmission target data in each network based on data transmission rates in two or more networks. A communication unit(430) transmits the selected partial data to a corresponding network. When transmission rate change information is received, a control unit(420) changes the data transmission rates in the network based on the transmission rate change information.
